The 16th BRICS summit was held in Kazan on 22–24 October 2024, the first summit in the enlarged format. Delegations from more than 30 countries and the United Nations Secretary-General took part in the summit and its outreach session. The leaders adopted the Kazan Declaration, a document of 134 paragraphs covering global governance, finance, security, sustainable development and humanitarian cooperation.
The principal institutional decision was the creation of a new category — BRICS partner countries. Invitations were extended to thirteen states: Algeria, Belarus, Bolivia, Cuba, Indonesia, Kazakhstan, Malaysia, Nigeria, Thailand, Turkey, Uganda, Uzbekistan and Vietnam. Partners take part in dedicated sessions of summits and ministerial meetings and may join BRICS declarations. The declaration also instructed finance ministers to continue work on settlements in national currencies and to study a cross-border payment infrastructure.
The humanitarian section of the declaration reaffirms support for the BRICS Network University, academic mobility, the exchange of museum collections and the protection of cultural heritage. The partner-country format widens the circle of countries whose academies, universities and cultural institutions may take part in the Alliance's programmes.
